 Congressman Paul introduces numerous pieces of substantive legislation each year, probably more than any single member of Congress.
 Abortion
An OB-GYN physician, Paul says he has delivered more than 4,000 babies. He has authored legislation that seeks to define life as beginning at conception and co-sponsored a bill which would remove the ability of federal courts to overrule state legislatures that pass anti-abortion laws. He has also voted for banning late term abortions and against federally funded human embryonic stem cell research

Climate

Paul voted against the Bush administration's comprehensive energy plan in 2004 because of the special tax breaks and other incentives the legislation would have provided oil companies. He voted against legislation to maintain the ban on oil drilling in Alaska's Arctic National Wildlife Refuge. He also voted against implementing the Kyoto Protocols.


Guns

"When the Second Amendment speaks of a 'well-regulated militia,' it means local groups of individuals operating to protect their own families, homes, and communities," Paul says. "Today, gun control makes people demonstrably less safe."


Health

"The current system of third-party payers takes decision-making
away from doctors, leaving patients feeling rushed and worsening the quality of care. Yet health insurance premiums and drug costs keep rising. Clearly a new approach is needed. Congress needs to craft innovative legislation that makes health care more affordable without raising taxes or increasing the deficit. It also needs to repeal bad laws that keep health care costs higher than necessary," Paul said in August 2006.
Immigration
Paul favors securing U.S. borders and coastlines before moving forward with more comprehensive immigration reforms. He voted in favor of the "Secure Fence Act of 2006," which funded hundreds of new miles of walls and fences between Mexico and the United States. He opposes any taxpayer assistance for illegal immigrants who use hospitals, clinics, schools, roads, and social services. He also opposes granting U.S. citizenship to children born in the country to illegal immigrants.


Marriage

Paul opposes same-sex marriage, but does not support a constitutional amendment barring it. "While I oppose federal efforts to redefine marriage as something other than a union between one man and one woman, I do not believe a constitutional amendment is either a necessary or proper way to defend marriage," he said in a House speech on Oct. 1, 2006.


Taxes

Paul favors abolishing the income tax. "Income taxes are responsible for the transformation of the federal government from one of limited powers into a vast leviathan whose tentacles reach into almost every aspect of American life. Thanks to the income tax, today the federal government routinely invades our privacy, and penalizes our every endeavor," he said in speech before Congress in 2003.


Iraq

"The war in Iraq was sold to us with false information," Paul says. "The area is more dangerous now than when we entered it. We destroyed a regime hated by our direct enemies, the jihadists, and created thousands of new recruits for them. This war has cost more than 3,000 American lives, thousands of seriously wounded, and hundreds of billions of dollars. We must have new leadership in the White House to ensure this never happens again."
