2005-11-01 CONNECTICUT, MANCHESTER - (Apx. Date) Manchester police have arrested one of their own.

31-year-old Officer Ryan Case has been charged with larceny, possession of narcotics and failure to keep narcotics in original container.

Police say the arrest stemmed from an investigation after a complaint to the Manchester Police Department that Case stole narcotic medication prescribed to another person.

Officer Case has been with the Manchester Police Department since July 2001.

He has been suspended with pay pending the outcome of the criminal charges and an internal investigation.

2005-11-01 CONNECTICUT, MANCHESTER - (Apx. Date) A Manchester police officer is on desk duty this morning after he was arrested by another city's department.

Officer Whitney Epps was arrested by officers in New Haven.

They say Epps hit a woman who is either his girlfriend or ex-girlfriend. He's been charged with breach of peace and third degree assault.

We're told Epps will be off the streets until the investigation has been completed. Tags

Veteran Police Officer Accused Of Fleeing Accident Scene, Drunk Driving

MANCHESTER, CONNECTICUT – A veteran police officer has been arrested for a crash he is accused of trying to run away from early Wednesday morning. Officer Arrested The officer, Sgt. William Young, faces several criminal charges, including drinking and driving and fleeing the scene of the accident. “It’s just not good,” said Manchester resident Christy Burk. “It doesn’t look good for police and doesn’t look good for the residents.” Just after 1 a.m. Wednesday, Travis Fleetnick said he rushed to the intersection of Woodland and Duval streets. When he got there, however, the driver was gone. “I went to give the guy help,” he said. “But I looked and saw him running away.” Within 30 minutes, Young was arrested, NBC 30 Connecticut News reported. Young, a nine-year veteran, was also charged with speeding through a residential neighborhood. He is on paid leave pending the outcome of an internal investigation. “A nine-year veteran or not, I think it’s appalling that any police officer would be caught fleeing the scene,” Burk said. “I have two small children and to know that’s a kind of guy out there protecting us is just not right.”     Rating Poor Average Good Excellent Outstanding Comments

MANCHESTER POLICE OFFICER Michelle Wagner, 34 ARRESTED       A former police sergeant accused of stealing more then $19,000 from Police Explorer and child safety seat funds has been accepted into a special program in lieu of going to prison.

Michelle Wagner, 34, was accepted into the program in Superior Court in Manchester on Oct. 2, said Mark A. Dupuis, spokesman for the Chief State's Attorney's Office, which prosecuted the case.

The program is a new kind of accelerated rehabilitation for people with psychiatric disabilities, he said. Dupuis said he could not release any more information about the case because the file is sealed.

A year ago, on Oct. 30, Wagner was charged with second-degree larceny after police learned of "inappropriate financial transactions from accounts that Sgt. Wagner managed" as community relations officer, Deputy Chief Marc Montminy, now chief, wrote in a press release.

She resigned in November 2008. On Dec. 5, she was charged with three counts of first-degree larceny.

According to the warrant for her December arrest, she stole $12,365 from the Police Explorers fund and $2,716 from child safety seat accounts by making ATM withdrawals. She also stole $3,240 from a Police Explorer gift-wrapping fundraiser, the warrant states.

Manchester Connecticut Police Cite Evidence Of Drug Use By Police Officer Susan Lowry, Supervisor Dawn Cushman

MANCHESTER, CONNECTICUT - Local police say they have evidence that one of their own officers and a department records supervisor were using cocaine while working for the department, although no criminal charges were ever filed against the two women, who dispute the allegations. Documents made public Friday also say that Dawn Cushman, the Police Department’s former records supervisor, issued a pistol permit to a local man from whom she was buying cocaine on a regular basis.
