In the beginning, Barbee and Murray Winn had a vision. In the middle of their vacant fields, where crops had been harvested, they viewed a city, yet to be developed, where people could live and raise families; where friendships would grow; where patriotism and civic pride would thrive; where peace and tranquility could be experienced; a city of quality, large enough to be self-sufficient, yet small enough for its residents to shape their destiny. They saw a place where residents could be involved, and a place to proudly call home.
   Through the years this vision has developed into our City of Windcrest where all of the original views have been realized. Through many years of development and nurturing, the efforts of the residents have created the unique City we have today.
   In 1959, a group of 51 qualified electors petitioned Bexar County Commissioners’ Court for incorporation of the about two square miles known as Windcrest. The petition won approval and on September 15, 1959, an election was held which resulted in a unanimous vote for incorporation of the proposed city, which was so ordered by Charles W. Anderson, County Judge of Bexar County, on September 18, 1959. Since that time, and through the efforts of many people, Windcrest has grown into the outstanding community it is today. Windcrest is a citizen-oriented community, shaped by citizen’s involvement with a continuing effort to maintain an atmosphere of community pride.
   The truely uniqe City of Windcrest has progressed steadily from the humble beginning of about 200 people to more than 5,300 citizens, 2,000 homes and apartments, plus more than 150 varied businesses and services. Windcrest has lived up to one of the original ideas of being self-sufficient having deveoped its own outstanding City Administration including Police, Fire, and Emergency protection, which is the envy of many other citites.
