Colorado parents who find their school districts cool to charter schools could go straight to the state board of education under a bill sponsored by an Arapahoe County legislator.

Republican Sen. John Andrews said his plan to create a new statewide school district solely to administer charter schools would not have been feasible under Gov. Roy Romer.

``This has a life because of Gov. Bill Owens,'' he said.

He predicted the bill, which last week passed the Senate Education Committee and is now in appropriations, would multiply by ``several times'' the number of charter schools operating in Colorado.
